Zoffy, on his way to save the Ultra Brothers, is defeated by Alien Empera. As he lays dying, a light comes to him...
HIKARI Zoffy, wake up. Zoffy!
Zoffy lays on the ground still, but begins to recall parts of his life, including an important meeting with the Father of Ultra, his mentor.
ZOFFY Did you call for me?
FATHER OF ULTRA I have something to tell you.
ZOFFY What is it?
FATHER OF ULTRA My promotion’s been decided. I’ve been assigned as the Supreme Commander of the Ultra Garrison.
ZOFFY Congratulations!
FATHER OF ULTRA However, I now have a problem.
ZOFFY What is it?
FATHER OF ULTRA I need someone to take my old position as commander.
ZOFFY Right, to protect the team you lead.
FATHER OF ULTRA That’s why I called for you.
ZOFFY Understood. I’ll find someone for you right away.
FATHER OF ULTRA That’s not what I mean – I want you to take my position.
ZOFFY W-what? You must be joking. I’m just a lowly warrior, there’s nothing special about me.
FATHER OF ULTRA I used to feel like that too. But what this position needs is someone like you, filled with composure and courage. A person, like you, with compassion for all, someone who cares deeply for both his family and brothers. You don’t have to be like me. Rather, be yourself, and help me to forge the Garrison. You’re in charge now, Commander Zoffy.
As Zoffy's memory ends, Hikari cries out to Zoffy again.
HIKARI Your composure and courage, your compassion for your fellow brothers... We all need you. Wake up, Zoffy!
ZOFFY You’re resigning your position as Chief of the Technology Bureau? Why?
HIKARI The life solidification machine has brought so many enemies to our doorstep...
ZOFFY It has brought invaders like the Bat Federal Army... But your invention has saved so many lives as well.
HIKARI But you Ultra Brothers are treated like traitors...
ZOFFY That’s not something you should worry about.
HIKARI A brilliant Ultra recently entered the Technology Bureau, so you won’t be left wanting for new inventions.
ZOFFY Oh, you must be talking about Taro’s childhood friend. He took the Ultra Garrison exam, but wasn’t able to pass the physical. I see, he must have pursued the sciences instead. But, wasn’t he...

ZOFFY My, my... just please don’t cause a commotion in the Technology Bureau.
HIKARI I’m sorry. Until we see each other again...
Finally, Hikari appears to Zoffy as he stirs awake.
HIKARI (TSURUGI) You’re finally awake.
ZOFFY You’ve come to help me?
HIKARI I’ve come to bring you back to life.
ZOFFY I want to save my brothers! Hikari, please lend me your power.
HIKARI Your body can’t take it. You should return to the Land of Light and heal.
ZOFFY There’s not enough time. The brothers are waiting for me to save them. Please!
HIKARI ... I thought you’d say that.
ZOFFY So you came prepared, knowing I would say that.
HIKARI Why would you think that?
ZOFFY A scientist wouldn’t wear armor if he didn’t think there was any reason to. So you would have know that you would fight, and not a weak opponent either. You imagined the enemy would be so fearsome that you wore the Arb Gear. Am I wrong?
HIKARI You saw right through me, huh... You’re right. I came here because I want to lend you my strength. Thanks to you and Mebius, and the people of Earth, I’m able to stand before you as an Ultraman. And so, I will fight to the very end for my friends.
